
Committees
The purpose of the ACC Committee is to represent the Home Owners of The Dominion for all purposes consistent with the creation and of a first class development.
The goal of the ACC Committee is to encourage the construction of buildings of good architectural design, quality and proper size, compatible with declarant’s conceptual plan for the properties. To uphold, protect and adhere to the CC&R’s/restrictive covenants to each subdivision in such a manor to insure the highest architectural design and development standards.
The members of the ACC are to be held to the highest standards of ethics, and shall at all times be unbiased, objective and without prejudice with regard to rendering decisions, opinions, and/or judgments while in the performance of their ACC duties.
The scope of the Development Committee includes: The major elements of developing a new neighborhood including streets, culverts, curbs, drainage, monuments, street and parking lighting, water quality basins, site plan approval, construction materials, sidewalks (if applicable), signage, etc. The major elements of site plan review and recommendations to the Board of a set of covenants and restrictions for the development of that neighborhood that promotes and protects the quality, ambience and lifestyle of The Dominion. The development of a set of supplemental covenants and restrictions for the development of commercial tracts of land within the Dominion PUD to guide the development process through the Development Committee, Architectural Control Committee (“ACC”) and Landscape Committee as appropriate. Development also involves the encouragement of good development of surrounding properties, even if they are outside of our area of control.
The responsibilities of the Landscape Committee include:
- Formulation of landscape, irrigation, lighting and vanity pond policies and initiatives and, as necessary, forward them to the HOA Board for approval;
- Review and approve for recommendation to the HOA Board all landscape, irrigation, lighting and vanity pond enhancements and/or capital improvements;
- Oversight of landscape, irrigation, lighting and vanity pond vendors and contractors engaged by the HOA, including periodic evaluation of landscape vendors and contractor agreements;
- As needed, assist and advise HOA management on the day to day landscape, irrigation, lighting and vanity pond issues;
- Provide a forum for HOA members to express their views on landscape, irrigation, lighting and vanity pond needs;
- Recruit, as needed, nominees for vacancies on the committee;
- Other matters, as requested, by the HOA Board or as set forth in the HOA’s Strategic Plan.
The purpose of the Finance Committee is to make recommendations to the Board regarding financial controls, budget procedures and accountability, to review annual budgets, and periodic financial statements. The Committee will advise the Board on all matters affecting the financial status of the Association and report on trends. The Board has delegated to the Committee the approval of investments and conducting reserve studies. In addition, the Committee shall monitor reserve fund databases for currency and provide annual reserve contribution requirements for budgeting purposes that maintain reserve policy guidelines. The Board has delegated to the Committee the approval of the purchase of all non-budgeted reserve expenditures as specified in the purchasing policy. The Association’s General Manager shall consult with the Committee regarding insurance, dues and fees assessments, delinquent accounts, audit reports, review of contracts and other matters. The Committee shall review and make recommendations on the adequacy of reserves, and other matters. Furthermore, the Committee shall provide final review of future budgets with recommendations to the Board.
The responsibilities of the Security Committee include:
- Formulation of security policies and initiatives and, as necessary, forward them to the HOA Board for approval;
- Oversight of security vendors and contractors engaged by the HOA, including periodic evaluation of security vendor and contractor agreements;
- As needed, assist and advise HOA management on day to day security issues;
- Hear and initially adjudicate resident appeals related to allegations of traffic or other security related rules and policies;
- Recruit, as needed, nominees for vacancies on the committee;
- Other matters as requested by the HOA Board or as set forth in the HOA’s Strategic Plan.
- Communicating effectively with the residents via email, the HOA website, and The Dominion Magazine.
- Encouraging open lines of communication and soliciting resident input.
- Being the primary body through which the concerns of the neighborhoods are communicated to the HOA, Board of Directors, and any committees.
- Overseeing HOA website operation to ensure effective communication and involvement with residents.
- Providing for neighborhood-level social activities resulting in a more vibrant and healthy community.
- Coordinating the activities of the New Neighbor Welcome Program by personally calling or visiting new members of the community and presenting a housewarming gift.
- Organizing periodic Meet & Greet Events.
- Promoting and encouraging interaction with The Dominion “Apron Society” and utilizing this established organization to further reach out to residents in need of support.
- Recruiting, as needed, nominees for vacancies on the various committees.
- Networking with The Dominion Country Club by co-hosting events for the common benefit of the HOA and Club membership.
- Addressing other matters as requested by the HOA Board or as set forth in the HOA’s Strategic Plan.
